Of the terraced properties, 20 will be offered to local people through the housing association's Rent to Buy scheme while three will be used for children's social care services.
Talks are also underway between Pine Court and the council to build a further five homes on a brownfield plot of land on Tunstall Street after a number of properties were previously demolished due to structural issues.
David Brown, director of operations at Pine Court, said: "The acquisition of Tunstall Street is delivering on our group’s vision of a better future, as we create opportunities and change lives by helping local people to get onto the property ladder.
"We look forward to welcoming customers into their new homes and seeing them thrive within our communities for years to come."
Pine Court Housing Association is part of The Sovini Group and was formed in 1986 as a registered social landlord.
