Councils across the Liverpool City Region have issued a series of public notices in the past seven days.

These are important documents keeping citizens across the local authority areas informed of their decision making. From planning applications, to bins, to parking, councils are duty bound to make a public record of their intentions.

LIVERPOOL

Licensing:

Stay Local Convenience Store Ltd has applied for a premises licence to Liverpool City Council in relation to Stay Local Convenience Store, 169 Park Road, Toxeth, Liverpool, L8 6SE to permit the provision of the following licensable activities:

Retail Sale of alcohol for consumption Off the premises Monday to Sunday 9am to 2am.

Proposed traffic regulation order:

Liverpool City Council is proposing a traffic regulation order for the Lydia Anne Street area. Representations must be made by December 28. It plans to remove the following:

(1) OZ Residents Parking Places (one referred to as a Permitted Parking Places PPA) on: (a) Lydia Ann Street, from a point 12.5m northwest of its junction with Kent Street in a westerly direction for a distance of 16m (3 spaces); and (b) Suffolk Street, all sides (PPA) from a point 10m southwest of its junction with Lydia Ann Street in a south westerly direction to its junction with Gilbert Street.

Waiting restrictions will be created for the following:
(A) OZ (8am-6pm Mon-Sun including on: (a) Kent Street, both sides, from a point 13.7m south-west of its junction with Duke Street in a south westerly direction for its entire length; (b) Suffolk Street, both sides, from a point 13.7m south-west of its junction with Duke Street in a south westerly direction for its entire length; (c) Lydia Ann Street, its entire length;

(B) OZ (24 hours) on: (a) Kent Street, both sides, from its junction with Duke Street in a south westerly direction for a distance of 13.7m; and (b) Suffolk Street, both sides, from its junction with Duke Street in a south westerly direction for a distance of 13.7m (revoked for the purposes of renumbering only – see Article 3(2)(b)(i) below).

2. Introduce the new Residents Parking Places (one referred to as a Permitted Parking Places PPA) on:- (a) Lydia Ann Street, south-west side, from a point – (i) 32.9m north-west of its junction with Kent Street in a north-westerly direction for a distance of 16m (3 spaces); (ii) 68.1m north-west of its junction with Kent Street in a north westerly direction for a distance of 16m (3 spaces); and (iii) 101.7m north-west of its junction with Kent Street in a north westerly direction for a distance of 16m (3 spaces); and (b) Suffolk Street, all sides (PPA), from its junction with Lydia Ann Street in a south westerly direction to its junction with Gilbert Street.

The new order will also prohibit, with certain exceptions, any vehicle from waiting:

(1) OZ Between 8am-6pm Mondays-Sundays including on: (a) Kent Street – (i) north-westerly side, from a point 10m southwest of its junction with Lydia Ann Street in a south-westerly direction for its entirety; and (ii) south-easterly side, from a point 13.7m south-west of its junction with Duke Street in a south-westerly direction for its entire length; (b) Lydia Ann Street – (i) north-easterly side, from a point – (A) 36.1m north-west of its junction with Kent Street in a north westerly direction to a point 8.4m south-east of its junction with Suffolk Street; (B) 10m north-west of its junction with Suffolk Street in a north-westerly direction to its junction with York Street; and (ii) south-westerly side, from a point 7.7m north-west of its junction with Suffolk Street in a north-westerly direction to its junction with York Street.

(2) OZ At any time on: (a) Kent Street, north-west side, from a point 10m north-east of its junction with Lydia Ann Street in a south-westerly direction for a distance of 33.7m. (b) Suffolk Street – (i) both sides, from its junction with Duke Street in a south westerly direction for a distance of 13.7m; (ii) north-westerly side, from a point 10m north-east of its junction with Lydia Ann Street in a south-westerly direction for a distance of 21.7m; and (iii) south-easterly side, from a point 8.4m north-east its junction with Lydia Ann Street in a south-westerly direction for a distance of 20.3m. (c) Lydia Ann Street – (i) south-easterly side, from its junction with Kent Street in a north-westerly direction for a distance of 32.9m; & (ii) south-westerly side, from a point – (1) 48.9m north-west of its junction with Kent Street in a north westerly direction for a distance of 19.2m; (2) 84.1m north-west of its junction with Kent Street in a north-westerly direction for a distance of 17.6m; (3) 7.7m north-west of its junction with Suffolk Street for a distance of 26.9m in a south-easterly direction; (iii) north-easterly side, from – (1) a point 10m north-west of its junction with Suffolk Street in a south-easterly direction for a distance of 26.4m; & (2) its junction with Kent Street in a north-westerly direction for a distance of 36.1m.

The exceptions referred to in Articles 3(1) and 3(2) only will enable a vehicle to wait for so long as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in connection with any of the following operations, namely:- (i) building, industrial or demolition operations; (ii) the removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of the said sides of lengths of roads; (iv) the laying, erection, alteration or repair in, or in land adjacent to, the said sides of lengths of roads of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of roads; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport’s guidebook, “The Blue Badge Scheme: Rights And Responsibilities In England”; (h) to enable goods to be loaded on to or unloaded from the vehicle; or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand.

Road closure for waiting, loading, and unloading:

Liverpool City Council will not allow waiting or waiting for the purposes of loading and unloading at any time on Churchill Way (North and South), L3, for their entirety, from the December 3, 2023 to November 12, 2028 or for such lesser period of time as determined by the earlier completion of the works which are to continue to accommodate a works compound on Churchill Way (south) and prohibit waiting and loading on Churchill Way (north and south) for their entirety. The Council will revoke the eventual “Works” Order in full when it is deemed no longer necessary.

Multiple traffic notices:

Liverpool City Council has issued a series of notices for the following with any representations needing to be made by December 28.

This is to revoke the existing 24 hour no-waiting restrictions on Green Lane, north east side, from a point 13.5m south-east of its junction with Tynwald Hill to a point 15.2m north-west of its junction with Tynwald Hill.

It's also to prohibit, with certain exceptions, any vehicle from waiting at any time on:- Green Lane, north east side, from a point A 66.2m south-east of its junction with Tynwald Hill in a north westerly direction to a point 13.7m north-west of its junction with Tynwald Hill, and point B 13.7m north west of its junction with Woburn Hill in a south easterly direction to a point 13.7m south east of its junction with Woburn Hill; and Woburn Hill, both sides, from its junction with Green Lane in a north easterly direction for a distance of 13m.

WIRRAL

Licensing:

Amy Of Amy's Cakes Ltd have applied to Wirral Borough Council for the grant of a Premises Licence in respect of the premises known as Three Dollar Bill. This is for sale of alcohol in a restaurant from 10am to 10pm Monday to Sunday, live music from 4pm to 10pm Friday to Sunday, and recorded music from 10am to 10pm Monday to Sunday. Represenations need to be made by December 15.

Bernadette McHugh has applied for a premises licence to Wirral Borough Council in relation to The Waterloo Pub, 63 Grange Road East, Birkenhead, CH41 5FD to permit the provision of the following licensable activities:

Retail Sale of alcohol for consumption on the premises Monday to Thursday 10am to midnight, Friday and Saturday 10am to 1am, and Sunday 10am to 11.30pm.

Live and Recorded Music and Late-Night Refreshment Monday to Thursday 11pm to midnight, Friday and Saturday 11pm to 1am, and Sunday 11pm to 11.30pm. Representations must be made by December 11.

SEFTON

Licensing application:

Liverpool Road Lease Ltd of 11 Liverpool Road, L23 2SA has applied for a new premises licence to Sefton Council for the following licensable activities. Representations are to be made by December 12.

It is proposing hours open to the public from Monday to Sunday 10am to midnight, being able to sell alcohol during these times, provide late night refreshment from 11pm to midnight,live music from midday to midnight and recorded music from 10am to midnight.
